You should be able to override this default focus color by simple overriding the on focus style for the inputs in question. But depending on the operating systems or browsers used, this may be computed differently (mac-either graphite or blue). Someone else can come back and make it more general in a second pass. I think to fix the regression it's easiest to add 'custom focus ring color' support just to RenderThemeWin.
